Just because somebody is rapping doesn’t mean they have the ability to freestyle. People come in all different flavors. I’ve seen people that can’t freestyle , yet they can rap quite well over something already written. All people are different.
Most people create their music around their abilities, hence if they can’t freestyle, they won’t do it.
