What is the song "wind of change" by scorpion singing about?

I’ve got an idea what it is singing about just because it mentions the Moskva river and Gorky park which means it is sing about Russia. But I would lke to know more!

"Its lyrics celebrate the political changes in Eastern Europe at that time [1990] – such as the fall of the Berlin Wall, the increasing freedom in the communist bloc (which would soon lead to the fall of the USSR), and the clearly imminent end of the Cold War."
