Its this techno song I heard some where and at the start there is a man who singing like in german, I think, then the techno bit starts.
He often repeats what he said at the start during the song.

No come on be fair that is pretty specific, it is rare that a techno song has an actual person singing. You would think they would just record someone coughing or saying hello then loop it until the end of time itself.
